Thailand Voluntary Emission Trading System: Thailand V-ETS
Thailand V-ETS is one of the GHG mitigation mechanisms developed by the Thailand Greenhouse Gas Management Organization (Public Organization) or TGO to promote GHG reduction implementation under the domestic voluntary carbon market and to design the Measurement, Reporting, and Verification or MRV System in accordance with the international standard, ISO 14064-1, 14064-3 and 14065.
TGO has continuously studied and developed the major infrastructure for implementation of Thailand V-ETS since the fiscal year 2009 with objectives to prepare readiness and increase capacity of entrepreneurs and relevant partners,to respond to the government policy in readiness preparation of all sectors in Thailand for coping with impacts from trading measures and international agreements on climate change, and to drive Thai industries to move forward towards a low carbon economy and low carbon society.
In the fiscal year 2015 – 2017, TGO developed the pilot project of “Thailand Voluntary Emissions Trading System” Phase 1 (covering 3 years) and continued to conduct Phase 2 from 2018 to 2020 (covering 3 years) which aims to develop, test, and improve the MRV system, operation regulations, and trading platform for the GHG emissions-intensive industrial sectors appropriate for the Thai context. The project implementation results show that there are 55 pilot plants from 10 industrial sectors, comprising Petrochemical, Cement, Iron and Steel, Pulp and Paper, Food and Beverage (sub-sectors; instant food, animal feed, sugar, and beverage) Plastic, Refinery, Glass, Ceramic, and Textile, as shown in the table below;

In 2020: 15 new pilot factories as additional participation.
Moreover,TGO has developed and built capacity of relevant public and private sectors continuously; since 2012 – 2019 there have been 44 seminars and consultation meetings on ETS organized for stakeholders to prepare their readiness, to increase capacity for entrepreneurs and relevant partners, and to enhance stakeholder engagement for adjusting the operational guidelines suitable for the Thai context if it will be applied and implemented in the future.
