Carbon Market Weekly Updates (October 17 – 21, 2011)

This week, European carbon allowances decreased slightly with the December 2011 EUA contract settling at €10.36/t on Friday. The contract was traded as low as €10/t on Wednesday, a level not seen since February 2009. However, prices rebounded and EUAs decreased only by €0.05/t in the end. Analysts commented that market participants are waiting for the EU summits outcome whether EU leader will agree on a solution to the EU’s financial crisis and a relief package to pay off Greece’s debts.
Meanwhile, CER market was even more volatile and the CER contract for 2011 delivery faced a greater loss with €0.3/t. At one point, the contract was traded at €6.80/t, hitting an all-time-low. As a result, EUA-CER spread increased from €3.15/t to €3.41/t. Market observers agree that high CER issuances flood the market with excessive supply where CER owners are already trying to sell off their offset regardless of the price.
This week, voluntary carbon market in the US saw trading with 180,000 CCAs for 2013 changing hands from $18.74/t on ICE platform; meanwhile no RGGI offsets were traded. In other news, California regulators approved final regulations for the state’s future cap-and-trade program which is scheduled to start in 2013. With the inclusion of transport sector in 2015, the program will cover 85% of the California economy.
